Foothills Researh Institute's Natural Disturbance Approaches to Land Management Planning

Interest in using natural disturbance patterns to help guide forest and land management decision-making is growing rapidly. Towards this need, the Natural Disturbance Program at the Foothills Research Institute has developed a 3-day course that will provide a common foundation for understanding the conceptual underpinnings of a natural disturbance (ND) approach. This course has been successfully delivered 5 times in the last two years.

International Forestry Issues Papers

Until recently, the CIDA Forestry Advisers Network (CFAN) maintained a website that featured the description of CIDA-supported forestry projects in developing countries and a series of papers on international forestry issues. Some of the more popular issues papers are reproduced below. Note to reader: To view these documents, you will need Adobe Acrobat Reader.

Deforestation - Tropical Forests in Decline - examines the extent of tropical deforestation in developing countries, its causes and consequences, and the prospects for more sustainable land use alternatives. The paper has been prepared as a contribution to the general public's better understanding of the complex social, economic, and environmental issues that surround tropical deforestation.

Forests, Trees, and the Millennium Development Goals - In September 2000 in New York, the Millennium Summit was held, bringing together at the UN General Assembly over 150 world leaders to reconfirm their commitment to sustainable development. At that time, the UN member states unanimously adopted the Millennium Declaration for achieving human development.

Tropical Forestry and the Environment - examines the major environmental problems facing tropical forests and looks at practical approaches to address them.

Tropical Forests and Climate Change - examines global climate change and its causes, describes climate change’s impact on forests, summarizes the Kyoto Protocol as it relates to forests, summarizes forests’ role in mitigating climate change, and provides recommendations for international cooperation in the forest sector.

These papers were prepared by John Roper while under contract with the Policy Branch of the Canadian International Development Agency (CIDA).

First Call for Voluntary Papers and Posters

From October 18 to 25, 2009, the international forestry community will meet in the city of Buenos Aires, Argentina, for the XIIIth World Forestry Congress. During a week, representatives of the public and private sectors, the scientific community, foresters, industrialists, professionals and other interested parties will have the chance to analyze, discuss and participate in the most important forestry meeting worldwide. Under the theme “Forests in development – a vital balance”, the Congress will address the sustainable development of forests from a global and integral perspective.

We invite every interested person to submit voluntary papers and posters expressing new ideas and providing information on experiences, theoretical models and interesting initiatives. Papers will be published in the Congress Proceedings and posted on the Congress’s official website. On behalf of the XIIIth World Forestry Congress we launch the First Call for Voluntary Papers and Posters which can be submitted to the Forestry Department of the Food and Agriculture Organization before June 30, 2008.

The International Institute of Field Studies (IIFS), in collaboration with the International Center for Integrated Mountain Development (ICIMOD), is offering an environmental field study program in Nepal. The program is coordinated by Dr. Sharad C. Karmacharya, who successfully organized a similar field study program for students from various universities (Ottawa, Carleton, Simon Fraser, Alberta, McGill Grant MacEwan and Saskatchewan) and professionals since 2001.

The main focus of the program is the study and experience of environmental, developmental, ecological and cultural issues of the Himalayan region of Nepal. The academic component of the program is conducted through a series of seminars, workshops and discussions with international experts and assistance from local experts. Activities include visits to the Institute of Forestry, and other governmental and NGO field activities such as a biogas project, community forestry, watershed management and environmental management. Other activities include trekking in the Annapurna region, rafting on the Trisuli river, an elephant ride to watch wildlife (rhino, tiger, deer) in Chitwan National Park, trip to view Mt. Everest, and visits to temples, monasteries, palaces and other historical international heritage sites.

Join the CIF!

As of Feb. 26, 2007 our membership has fallen to approximately 1,700 individuals - down by about 850 (600 less in Alberta alone). We need to work quickly to keep the Institute sustainable. Our ThinkChange Sessions have recently emphasized the importance of a strong, healthy and engaged membership, and the need to actively maintain and build ourselves at the grassroots level.

Our goal by AGM/Conference 2007 this August is to have at least 3,000 members. We can achieve this if we continue to be active at all levels - building immediate and direct value for our members, continuing to strive for positive change and rejuvenation, cultivating partnerships, and most importantly - by using the personal and direct approach in signing and recruiting new members. Through our Sections, we have initiated this same approach in an effort to re-sign members who have not renewed to date.

We ask that you please take some time to personally contact potential members - individuals who you think will become enthusiastic and engaged in the Institute, and sign them up (membership form attached). If every existing member is successful at convincing at least one new person of the value in joining, we will easily over-achieve on our 3,000 target by this August. We all must work together to rejuvenate and re-build the Institute in every respect, despite our often far too busy schedules.

Finally, the Institute will recognize and show appreciation to our Champions; while not an incentive program per se, we hope that everyone who works to find new members truly believes in what we do and what we stand for as a national voice and advocate for sound forest stewardship.

American Handbook Helps At-Risk Communities Better Prepare for Wildfires

A coalition of organizations concerned about protecting communities from catastrophic wildfires has released a step-by-step handbook that guides local communities in wildfire prone areas to better prepare and reduce the future risks of catastrophic wildfires. The handbook, developed jointly by the Society of American Foresters, the National Association of State Foresters (NASF), the National Association of Counties (NACo), the Western Governors' Association (WGA), and the Communities Committee of the Seventh American Forest Congress, and endorsed by the Southern Governors Association, offers a detailed description of how to create a community wildfire protection plan as allowed by the Healthy Forests Restoration Act of 2003 (HFRA).

"During the last several fire seasons, wildfires, particularly in the West, have burned more and more acreage on average and devastated the lives of thousands of people," says Idaho Governor Dirk Kempthorne, WGA's co-lead governor for forest health. "When fires burn near homes, they often result in unacceptable risk to the lives of residents and firefighters. This risk won't be diminishing any time in the near future as the growing conflict in the wildland and urban interface continues. We need to give those people the help they need to protect their lives and their property."

The handbook, titled Preparing a Community Wildfire Protection Plan: A Handbook for Wildland-Urban Interface Communities, explains who should be involved in developing a plan, how to convene interested parties, what elements to consider in assessing community risks and priorities, and how to develop a mitigation or protection plan to address those risks.

United Nations Forum on Forests

In October 2000, the Economic and Social Committee of the United Nations (ECOSOC), in its Resolution 2000/35, established the United Nations Forum on Forests (UNFF), a subsidiary body with the main objective to promote “… the management, conservation and sustainable development of all types of forests and to strengthen long-term political commitment to this end…”based on the Rio Declaration, the Forest Principles, Chapter 11 of Agenda 21 and the outcome of the IPF/IFF Processes and other key milestones of international forest policy.

The UNFF succeeded a five-year period (1995-2000) of forest policy dialogue facilitated by the Intergovernmental Panel on Forests (IPF) and the Intergovernmental Forum on Forests (IFF), or the IPF and IFF processes. As an intergovernmental policy forum, the UNFF is composed of all States Members of the United Nations and specialized agencies and meets in annual sessions.
